This sounds like a great idea, but if the amounts were historically accurate, wouldn't countries like Xinjiang and Tibet be at a massive disadvantage early game?
Variation in starting resources in HWW
Any thoughts on why all nations in HWW start with equal resources? Wouldn't it be more interesting and accurate to see countries have unique amounts of starting resources accurate to the time period. Ie USA low starting cash due to the great depression, Germany low metal due to having massively invested in military and industry, France low man power due to late mobilisation, Soviet Union low food due to uh certain uh farmers being uh removed and so on. If this interests anyone I would be happy to make a list of the starting resource amounts and reasonings for the 30 countries .

Surely these countries wouldn't be low on all resources? And I think the disadvantages makes the dynamic more fun and interesting otherwise I would play world at war if I wanted to play a more balanced game.
I like the idea. HWW is my favorite map specifically because it's not "fair".
