Very aggressive

It would be nice to have an additional "very aggressive" high command setting for ships and artillery that would attack any unit crossing it's path unless there is RoW. The main use of this would be to prevent countries currently at peace from sneaking past your ships. On land, units at peace can't slip by anyway. A defensive ship near your land should not just let a massive invasion slip by.

Good idea. I did manage to slide a convoy past an inactive players sub to land and did not declare war until safely ashore.

Maybe call it a "blockade" setting. Maybe only have it work if your units are stationary? You don't want to accidentally stumble across somebody and start an international incident every day.

I think this here is the problem.

Maybe an easier solution to it would be to have the beaches and final approach from naval "node" towards land be considered part of a nations territory, such that you can't move into it without declaring war? ( or having right of way )

This means that any defending fleet or ship stationed on the node outside of your shore can and will stop anyone trying to land since they have to declare war to land.
