There is a bonus.. they are alive while they troops they killed are not.

Just a thought not sure if looked at before but units keep count of how many they have killed in this game, surely therefore its easy for those troops with multiple kills should or could be given a bonus or veteran bonus when compared to newly produced troops

you obviously miss point as in war vet troops more skilled more effective than newly trained troops so troops with high kill should get bonus over those just produced
What if an aggressive player who has been constantly fighting other people go to war against a player who has remained neutral for the entire game with their vet units? I don't see any game balance there

Here's my point.
Japan had been fighting for approx 10 years in Korea, Manchuria and into China by the time USA teenagers with 6 months of training showed up on their shores and called themselves Marines.
How did that work out for Japan?
Also, more experienced soldiers, those who learned just how mortal they are, would not try to do the things that guys full of "piss and vinegar" might try to do... they wouldn't get themselves killed as easily, but they wouldn't achieve what the newbies could achieve accidentally by taking on those higher risks old veterans would not dare try.
Russia would send 3 infantry men with 1 rifle to the front (Stalingrad) because they had calculated that 2 would die before getting onto the front line... so why waste building 2 rifles that will never be used. How much experience did their soldiers have when the Soviet Union ended up first in Berlin?
Calculating a bonus, if any, would be almost impossible as arguments can easily be made for both sides. I'd say that this is already addressed in the game mechanics with Research. Higher level units have better stats. What you'd often find is that more experienced units, suffered casualties and now had replacements to build up the ranks... those replacements would negate the added experience some of the troops had acquired.
Now if you added bonus to units based on Player success, such as comparing Kill/Death ratio of player and giving players with better stats a bonus vs those with poor stats.. that would make sense.
If I have a 2.00 K/D ration and I'm fighting a player with a 0.75 ratio, that could be reflected by giving my units some bonus... but how do you define such a thing... or compare that to soldiers fighting in home territory to protect their homeland vs invaders.... or what bonus do you give invaders motivated by spoils of war...
Looking at WWII... was there anything that stood out and made one military force superior to another in such a significant way? Were American troops better than German or Japanese... or were there simply more of them with better weapons?
If you give experienced troops a bonus... how do you show a War Wariness penalty for units who've been on the front lines without rest for a long time and are tired out? Would they cancel each other out?
I believe all these factors are already addressed in how units take damage, there's no basis that some unit in this era was twice as good as another unit... what did make the difference was leadership and resources... and that's reflected quite well with Player Activity and how they use what they've fought for.

A veteran's bonus for units is nonsense in this game.

Units in CoW are not only single units, but for example a single CoW-infantry-unit is already a complete regiment.
In order to gain experience, melee units (regiments) has to (due to the CoW combat system) suffer casualties (own killed soldiers), and the surviving soldiers of the regiment have gained experience, right -- but then >>

As usual here in the game, when damaged units are merging with units with higher condition, the soldiers of all units (regiments) are evenly distributed to all present units (regiments).. -- rest is the same as see above ..
.. and when pooling regiments of different experience and different life points, already a considerable numbers of new calculations would be required, depending on the number of units, because with every percent healing, with each hit, with each additional regiment (CoW unit) etc. a new calculation would have to take place and the veteran bonus would change ..
.. therefore a veteran bonus can not really be a fixed value anyway without making further changes to the unit- or combat system -- in the end "experience" would be not more than just another "little X-factor", but we already have an x-factor ..
.. so, why so much effort -- rather take one more unit to the fight and everything is well.
OK, ranged units could be able to hold her experience as long they are not in melee or under fire, but are they realy worthy to get a bonus and for what do they need a bonus as long they have time to shoot from afar, without enemy contact, as in an exercise?

This has been suggested in the past and I completely agree. Unfortunately when those veteran troops are merged or split with other troops the programming becomes so difficult that the idea is not possible to implement.

with regards to the other comments above - we can all pick battles and sorties to suit our needs - just read up on Kasserine Pass - the USA first major engagement - deemed a failure mostly in part to inexperience and indiscipline on untested troops. anyway that's war win some lose some
