I think that there should be a way to send volunteers to a country, where they will fight for them under there flag, however you could take them back anytime. They would take your consumption but it would help a player the following way -
Lets say In historic world war germany has control of most of europe, with a soviet non aggression pact. And an operation barbarossa is being planned. However USSR invades Finland and germany doesn't want finland in soviet hands, but he doesn't want to go to war. So he could send volunteers.
I would also like trading of military units again.
People exploited trading units too much in the game. Volunteers barely effect the course of a war. For example, Spain sent two divisions of volunteers to assist Germany in Operation Barbarossa, and that did not change anything. During the Spanish Civil War, although volunteers had somewhat of an effect, but the key reason was that the Nationalists were much more unified than the republicans. Also, the feature is pretty complicated.
But how can people exploit it. Can you tell as I havent ever experienced unit trading.
