VP's and rural proviences Unbalanced.

Make the resource(rss) producing Rural provinces worth 2/3 points and the non rss producing ones 1point. Like anyonefor who has played a map with moderately active players knows that non-core rural provinces has almost no value. Only airstrips/local ports and to avoid the 50% speed penalty. In 100p maps who can afford to build airstrips to have a good air network and in most maps there is no need for a navy, hence no need for local ports, unlike in real life where navy was very important. (Reason for Uk/USA becoming a superpower.) For the navy buff there is already a different thread, I won't discuss this here.
