I would fine it distracting from more important details.

Waving Flags and Shiny Flags
Ok as you see above it's just a normal flag doing its thing. Just simply representing on what country you're playing and you get to know what flag this country has.
But what if.
The flag looked more cooler if it could wave in a 3D motion while it could be also more shiny or it could just be waving in a 3D motion as said. This would probably take a lot of time but it would look cooler.

I don't think this is necessary. My computer is already quite slow without worrying about it trying to track animations.
