When will reporting Multi-Account players result in faster action?

By the time anything is done about Mutli-account players, the damage to the game is already done. Whether a huge army is built and then takes a ton of land (and will fight as AI after a ban), or massive resource trading by the alt account to himself or friends, that damage is irreversible.

I've been dealing with this same problem for 10 years....when will it finally be resolved?

It also appears that certain players receive special treatment after they ADMIT they have 2nd accounts.
