Who decided to give the A.I Nukes?????

I want to know who decided that A.I countries should be able to make nukes on their own. I'm in a match and all the remaining large A.I countries have nukes and their flattening my cities the moment they declare war on me.

If an active player built nukes and then goes inactive (this typically only happens on world maps) the AI can use the nukes against countries they're at war with.

The AI in the Doomsday map also starts out with nukes (but less than human players)
