Adding Aeldari as a race

Add a new race - Aeldari, a high-mobile and agile army on the battlefield. Units roster is:

Infantry: Guardians squad

Elites: Wraithguard coven

Scouts: Viper jetbike

Tank: Falcon grav-tank

Artillery: D-cannon

Anti-air: Grav-platform with Pulse

Interceptors: Nightshade interceptor/Hemlock Wraithfighter

Bombers: Eagle bomber/Phoenix

The two technology tree can be: Swift death (bonuses for general speed of units) or Spiritseer conclave (lowers debuff to army attack from lost HPs).
