Half of your game experience is to build maintenance and production building. So the answer is "both".

In the game, there is a "ZONE REGISTER", which is a quite simple and clear menu. In it, you see the name of the location, morale %, the resource amount of daily income for this zone, and the amount of "requisition" resource that it will also give per day. You see how many structures are built at the location and what needs repair. You see if there is construction going on and if units are being produced. You can even press "Location" and it will take you right to it. I'm not even talking about the fact that when you zoom in on a location, it even visually draws icons of unit production structures on it.

I know.

I still don't understand where is the reason why dismantling of buildings cannot exist as option.

I agree the zone register is usefull. But what I feel is lacking is the macro view, when you start to have hundreds of territories, you lack of that fast capacity to easily identify which zones would be the closest to where you want to train units. Names in that list lack of their explicit location context (like geographically).

My real problem is around selecting where to train troups and upgrade training building efficiently. Secondary is dismantling (reduce polution in that list, optimize ressources)

Keeping the focus of the post, yes, I agree. No one should be forced to pay for the upkeep of recruitment sites they no longer intend to use; or, if a site is about to be captured by another player, they should at least have the chance to blow up a building.
