We have two armour types: infantry and tank armour, and four types of units in general: infantry, beefer infantry, anti-infantry vehicle and anti-tank vehicle. As you can see, there is only 1 type of anti-tank attack and 3 types of anti-infantry. Elite infantry theoretically can fight with enemy armour, but the price is costly. We have a gap in this paper-rock-scissors scheme.
So I propose anti-tank infantry - new type, that can beat tank armour. It can be:
Field guns (battle-cannon) for Astra Military
Devastators squad (missile) for Adeptus Astartes
Havoc/Obliterator squad (autocannons) for Chaos
Lootaz gang for Orks.
It can be slow unit with low anti-infantry and high anti-tank capabilities in means of RETALIATORY damage.
Another unit I want to propose is Paratroopers analog. I think, some kind of mobile infantry, that can be dropped over front line and capture crucial logistic route can be game-changing in some events. Youdid that in Call of war. There's also lore examples for units like these:
Tempestus Scions for Astra Military (on Valkyrie)
Assault Marines for Adeptus Astartes (on Thunderhawk)
Raptors for Chaos (on Thunderhawk)
Stormboys for Orks (on Landas)
Once produced, this unit came as aviation, with not so big range. Once it gains an "attack" command, it flies over as aviation (that means, AA and interceptors still can hit it or, you know, INTERCEPT). Once it over its destination point, it embarked momentarily and become land unit. And for 3-4 hours unable to move for balance reasons.

In addition to what I post recently, some units may demand a special combination of buildings in province to be produced.
For example, a paratrooper-like infantry (such as Militarum Tempestus or Raptors) demand a Barracks and Landing pad to be built. And Field artillery, as the piece of heavy equipment, may demand a presence of Barracks and Vehicle depot either.
Another unit, that can demand a presence of Vehicle depot and Landing pad, may be a flying unit, that can attack ground targets, especially infantry. Those can be:
Those aircraft may be fine addition to air superiority of any side of conflict, add to aviation some anti-infantry capabilities. But demands of having either Vehicle depot and Landing pad balancing this by bigger investment in production of one province.

Another addition to unit composition motorized infantry. What is it? It is a unit with infantry-type armour (because APCs of all races is lightly armoured, so they vulnerable to anti-infantry weaponry), but faster, stronger and, exactly, more expensive that regular infantry. Mostly because it must demand all four productive resources: requisition, rockcrete, promethium and diamantine. Especially promethium. The role of it is to support fast moving armoured units, like tanks. It can be, for all four races:
Astra Militarum: Chimera APCs detachment
Adeptus Astartes: Rhino APCs squadron
Chaos: Rhino APCs squadron
Orks: Wartrukk mob
This unit must be produced only in provinces with both Barracks and Vehicle depot.

SUPER-HEAVY UNITS AND HEAVY ARMOUR TYPE
Every race must have it: big, slow and expensive piece of unit that can beat most of enemy mech and/or infantry. It can be:
Astra Militarum: Baneblade super-heavy tank
Orks: Ork Battlefortress
Adeptus Astartes: Astraeus super-heavy antigrav platform
Lord of Sculls super-heavy daemon engine
IIt must be tough unit (500Β±100hp each), slow and vulnerable to air and artillery. But also expensive, worth at least 3-4 times more than a regular tank and requires a higher level vehicle depot (4, maybe 5th lvl). Definitely cost four resources, diamantine mostly.

I'm still hoping for a commisar unit for my guard. Shoot a friendly to increase moral, reduce receiving damage slightly while assaulting... Expensive af though to help balance things
