what's the point of gaining rank now?

Low levels have access to the previously rank locked higher level officers...so what's the point in gaining rank now?

As I understand it, some officers are rank locked.

Ingame it shows the ranks and the unlocks per rank for the veterans but I’m not sure if it’s working?
