Adjustment of the intercontinental nuclear missile's range

As you surely know, the range of intercontinental nuclear missiles is immense, allowing them to target almost any part of the map. However, when playing as a country in Oceania and attempting to attack a South American nation across the Pacific Ocean, the game indicates that the range is insufficient (this is my experience on mobile; I’m not sure if it’s the same on PC). This is puzzling, given that it is possible to reach Brazil by sending the missile over Africa and the Atlantic, yet impossible to hit Chile or Venezuela when launching from New Zealand. I would therefore like to know if it might be possible to enable intercontinental missile strikes between South America and Oceania across the Pacific.
